VLOOKUP SUMIF Formula

Good evening,

I am inexperienced with the VLOOKUP function and I believe it is necessary to put together a formula I need. Please see the sample workbook for details. Any guidance will be greatly appreciated. If there is a way around the VLOOKUP, do your thing...I'm open to anything.
