Need formula to produce a cascading irregular incrementer based on another column

I'm sorry, I meant to say...

    EX)
My data column contains numbers as follows in
    row 1 = 3,
    row 2 = 8,
    row 3 = 10 etc.

My calculation table needs to increment numbers from 1 to whateever the end is. I I want to get these results...
    Calc Column:
    rows 1-3 = 1
    rows 4-11 = 2
    rows 12-21 = 3
etc. based on the data column above.

In my sample worksheet attached is a better example.

I still don't really get what you're trying to do here.

On your data table, where there's the unique Index (1, 2, ... , 40) and data value, what do you want to do from your calculation table?

    i.e. What does that example 1, 1, 1, 2, 2, ... etc value comes from?

The example is displaying what the results of the formula should generate.
So the data table tells the calculation table how many 1's to make followed by how many 2's to follow with etc.
