Dates are a tricky thing to work with....
Your "Comparison Column(D)" should just have the formula =if(value(a2)<value(today()),1,0).
Hi.... Yes i know but with this formula i can't help because i need week for after calculation.
I have find a solution is very funny
First column is right 2013,2013... i get year
then the second and third one is just week number now and propose ..
Then i just do if if ..........

The problem is that your dates are expressed as strings and there are no string values in column B that are greater than the one in C.
They can be equal, which is where 0 is returned.
As a number date, 10.2013 is greater than 9.2013, but as a string it isn't, because 1st character 9 is greater than 1st character 1.
You can resolve this by formatting the weeks to two digits, so the comparison is 10.2013 is then greater than 09.2013.
