The circular reference is not iterating

I am unable to identify why a circular reference is not iterating as I expect it! I am trying to balance and converge numbers within two small matrices. I have set up a counter and in the first martic ask excel to generate a series of random numbers when the counter is set at <2. The second matrix is an adjustment of the first, which the random numbers are factored so that the expected column total is achieved.

After the first iteration takes place the counter reaches 2 and instead of generating anotyher random number, an IF function should allow excel to realcuate the matrix, this time factoring numbers until the expected row total is achieved. I hope the iteratons would continue up to a maximum number established by the counter.

If I set the counter to 1, i.e. run just one iteration, I can see that the spreadsheet is doing what is expected, i.e. randon numbers are generating in the first matrix, and the second adjusts these to achieve the required columns totals. However, the first matric does not respond as expected, and some cells quickly turn to 0. I attach a copy of the spreadsheet.

Any help or advice would be gratefully recevied.

Circular references in Excel don't usually work well. Try the solver add-in instead.
