If Column A Month and Year = ColumnB Todays Month and Year then send email

Hello All,
I have searched forums and cant seem to find formula to work this out.

If Column A Month and Year = ColumnB Todays Month and Year then send email

This is the formula im currently using.

=IF(C9=TODAY(),HYPERLINK("mailto:"&D9&"?subject="&$C$4&"&body="&SUBSTITUTE(SUBSTITUTE(SUBSTITUTE($C$5,"$",B9),"@",$C$6),CHAR(10),"%0A"),"send e-mail"),"")

Any clues??
