Complete Vacation Tracker Spreadsheet / Dashboard

I'm probably reaching for the stars here but don't think it'll hurt to try.

I'm looking for someone or some help from someone to develop a spreadsheet or dashboard workbook that will track my company's complex vacation scheduling. I am ok with spreadsheets but not near sophisticated enough to do what I am looking for.

DHX Soft has a pretty close version of what I need but it falls short in that it is built for a calendar year only.

What I need is a workbook that will keep track of 50+ employees vacation time that is scheduled and vacation time that has actually been taken. Our vacation time is accrued at different rates, depending on the length of service with the company. Ex: After the 1st year of employment, we accrue 3.33 hours per month. After the 2nd year, we accrue 6.66 hours per month. After the 9th year, we accrue 9.99 hours per month and lastly, after 16 years, we accrue 12.33 hours per month. This accrual rate is not based on the calendar year but rather on the hire date of each employee. This quirk, as I call it, has posed a problem for me to build a workbook that can continuously keep up with a rolling schedule. As one new month starts, an older month should fall off. Or, it may be possible to link a previous year's workbook to the current year's workbook.

In addition to the vacation time accrual, we have 16 hours of personal time that is granted each 1st of January. This is given to all full time employees, regardless of their length of time with the company.

I've researched the Internet 5 times over and haven't came across something this intuitive but was hoping maybe someone could point me in the right direction.

Your best bet is to attach a file with a rough idea of what you are looking for (structure, etc.).
You might want to also include some mock data showing multiple scenarios, and how you would want these scenarios to be handled.
Please click the * icon below if I have helped.

See if this helps at all... I kind of rushed through it but maybe it's a good start.
