Calculating Time Range of cells less than 1 hour

I am trying to build a formula to let me know if of these 2 cells,Start & End, which ones have less than 1 hour (1:00) from start to finish, excluding those that have a blank in start or end. And to return true if less than 1 hour (1:00), false if over hour, and if the cell time range is negative, report it as true too. Please help!

We would love to help you with your question, but 1st, in accordance with forum rule, please rename your thread to something more meaningful, that actually describes your problem.

Look at it this way...if you typed that title into google, what would you expect to get back?
