Count the occurrences of dates in a month against a condition

Hi,

How do I count the occurrences of dates in a month against a condition. For eg: There might be 10 people who joined a company in Jan on different dates wherein 5 ppl where assigend to manfacturing dept, 2 to finance and 3 to HR. If this is the case, then how do I formulate the number of ppl recruited in Jan to HR.

Now , for a slightly different instance.

Since these resources are paid from the budget allocated per department, I would like to know the number of resources allocated per department in the month of Jan till dec.

As per the above eg: Within the 5 ppl assigned to manufacturing department in Jan, 3 moved to Marketing by 01-Mar.

Now the new resource allocation per month for manufacturing & marketing department(assuming no new resources were allocated to marketing in months of Jan/feb) will be

Months Jan Feb Mar
Manufacturing department 05 05 02
Marketing department 00 00 03

Please help to formulate the above?
