Copy/Paste Referencing Only Original Cell (Conditional Formatting)

Hi all,

I now have a great spreadsheet that you guys have assisted with. The problem is I have the formulas all set for one row (lot's of conditional formatting) but when I try to copy/paste that down to subsequent rows, the formulas still reference the original cells (even if I remove the $).

I have noticed that if I copy/paste one row at a time it works, but I can't do a block.
