will round to the nearest quarter hour

Forgive me for my ignorance!
Start Time contains two columns one for hrs and one for mins.
The same for Lunch Out, Lunch In, and Finish Time.
Using the example from my spreasheet below.
I cannot figure how to write and where to put the formulas.

Hrs (C4) Mins (D4)
Lunch Out
Hrs (E4) Mins (F4)
Lunch In
Hrs (G4) Mins (H4)
Finish Time
Hrs (I4) Mins (J4)

Why would you put hours and minutes in separate columns?
Fill out an example.
I meant fill out an example as an employee would -- make typical time entries.
Here is the example timesheet with real hours but total hours have not been calculated and rounding all hours to 1/4 have not been included.

What is the formula to round all entries to the nearest 1/4 hour.
That is, if I enter 9:40 as the time I started it would automatically be rounded to the nearest 1/4 hour.
Is this possible for each cell?
If you round each entry, the total time could be off by 30 minues.
