I want A2 to be blank.
I essentially want to start dragging at A14 I guess.
i still dont see it ,so what does a15 contain?

A15=BLANK

and so on from there
well the intermediate columns wont be truly blank as they will have a formula in them
is there a way to make them blank? I need to put other formulas in cells between these cells. I am making a series of the same table where the data is based on what week it is.
Not sure if this works, but give a try.
In A1 enter 12.
In A2 enter =a1-7
Select only A2 and drag down per your need.
Now select the range and use the below macro to insert 12 rows in between..
