I think this is pretty simple, but I have no idea.
I have searched the internet for multiple if statements or using match etc., but can't find a suitable solution. Sorry.
All I want to do, is to find a corresponding value, based on 2 variables, that relate to both row and column.
the example is attached, and will make complete sense when opened I promise!

Did you mean for your entry in C23 to be 15/02/2014 (there is no scope for 15/09/2014)?
Perhaps:
=INDEX(D2:O21,MATCH(C23,B2:B21,1),MATCH(C24,D1:P1,0))
