Dependant DV List Includes an Extra Row that should NOT be Included

This problem is driving me nuts.

I have a dependant data validation list (3rd and dependant on the 2nd) and for one of the selections from the 2nd DV, "Firewall", when selected pulls in one extra row no matter if it is blank or does not match the selection from the second DV. I've tried everything I can think of to stop this from happening but nothing works. None of the other category selections from the 2nd DV produce this problem.

I've attached my workbook. Look on the Budget_Data sheet for the one record entered. The first DV is in E10, the 2nd in F10 and the third and problem DV is in G10. When Firewall is selected from F10, the DV in G10 shows a blank at the bottom of the list. The data for this DV is on the sheet Lists! in column E. If you add "Firewall" to Lists!E5, the available items from Budget_Data!G10 will now include the 4th firewall AND will now also pull in the next item below the new "Firewall" entered on Lists!E5. This is confusing, I know. Please take a look at the attachment and it will become more clear.

If you can fix it, can you also explain why it happened to begin with so I don't do it again?

Thanks very much for any help you can provide.

The anomaly is because you have 'firewall' in Cell E37 of 'Lists' tab. Hence, the COUNTIF in the DV returns 4 thereby giving 4 dropdown alternatives

Ace_XL thank you, thank you, thank you!!!! I hadn't even looked down the list to see that but now I remember changing it before on E37 as it was related to support contracts. Whew, I'm glad it was something very simple like that.
