If Statement Woes

I have been trying all day to get an IF statement working for a sheet I am working on. Essentially I have a table of dates in a variables sheet which I want to check from another sheet and if the date is greater/less than change the value accordingly.

I've tried it a million different ways and can normally get to 90% of what I'm looking for, but sadly not all the way.

My triggers would be

3/1/1980 - 60
7/1/1980 - 50
10/1/1980 - 40

I have the variable sheet so if someone wants to change those values they can without having to adjust the whole sheet.IHATEYOUEXCEL.xlsx

Both of those work in my test sheet but when adding to my forecast sheet they stop functioning (pardon the pun)
