    Calculating outstanding targets based on time constraint and region

    I have attached a sample sheet.
    In column "O" rows O3 to O9 I want to be able to calculate the average of Column J based on the date given in column E and cell N1 for the regions in Column A.

    Sam,

    try the attached. Does this work? The averaging includes all the zero values.

    Sorry, giving me a zero value for all results.
    If I do it manually I get 89 for region 6.
    Again what I need to do is for each region (1 thru 6) I need to figure out the average in Column J where the date in Column E is less than the date in Cell N1

    How do I tell it to not include zero values?

    I think it does exclude the zeros. But in case it doesn't you can add in a bit to the formula to ignore zeros:
