How to build the combined Formula and join it with Data Validation list..!!

In Name "Second Attachment" you can see, that I have to click one by one in each department to get the details…Instead of going and coming back…I wanted to show all the details which are shown in department wise (Like if chose OED Department from the list as explainted all the details related to OED will appear including Graphs and details.
