Help with a countifs function

I need the countifs function to give me a value but having a small problem with it double counting a value. One of my columns is list ID, this column is numerical, the numbers found here are 3,4,5,7,8,& 14, the numbers are listed either separately or sometimes in pairs. 4,14, 7,14, or 3,8 for example I need a countifs formula which will count all the 4's in the column, but not the 14's. Is this possible?

I was hoping by keeping it simple I could get a prompt reply, apparently it was to simply. I need a formula to count "4" and not "14", following a list of criteria from other columns. ID's are in Column G and are 3,4,5,7,8,14, which can appear separately or in pairs, (ex: "4,14"), in column N is a item designation of (ex: "PAUT") and Column V item type (ex:"BW"), and in Column B is the item spec (ex:"AAA"). It also has to check column N and subtract any items which have an "R".
