Conditional formatting or something similar

I have a large spreadsheet. I would like to use conditional formatting to highlight certain cells depending on a formula or array.

I have data in one column that has numerous duplicate entries (Coloumn E). This is expected.

I would like to check data in other columns (G,H,I,J,K,L) & (T) & (Y) & (AB) and determine if something is lacking based upon percentages, and if it has not met a certain percentage based upon criteria in another column, highlight another column. I will attempt to outline how i think it should calculate.

E---FIND UNIQUE VALUES, Then check within each unique entry in E, for unique values in each of the following columns: G, H, I, J, K, L.

Based upon the previous DATA i would like to make sure, based on the percentage of column T that percentages have been maintained. This would be data acquired from column Y & AB.

I am certain I have not been descriptive enough, let me know if I need to provide any more data.

Take me step-by-step through what you are doing please

(Column G) Welder "A" has completed 2 welds which are distinct to 41-PP-022 in (column E)

The welder data may come from any cell in range (G11:L321) FYI

Since Welder "A" has completed 2 welds in 41-PP-022, he is required to be X-Rayed according to the % found in (column T) 10%

When his X-rays are completed they are input into (column Y & AB) as a date.

Since there are dates in Y:226 & Y:227 then the welder has met the 10% requirement found in (column T)

This percentage only applies in this case to cells in (column R) that contain "BW"

So the result desired would be G:315 should be highlighted red since the unique value in column E "11-PP-139" has stencil A in G:315 and is a BW R:315 but no date in Y:315
or AB:315 to meet the 5% requirement identified in column T
