Need help figuring out combination of vlookup, max, index and match formulas

Hi guys,

I'm trying to find the latest date in a column, based of 2 references and then find the corresponding number in the other column. I was able to get the date associated with one reference but I'm stuck with the rest.

Example from the sheet:
Find the amount from column E based of off the latest date and by using both fund# and Vendor Name at the same time.
In other words find 5.43 because it was the latest payment, and use fund# and vendor name as references.

Let me Just add that the reference I'm using and where the result will be displayed is on another tab
