Lookup and return a value from a table

I hope someone can help me.

I can't seem to remember the best way to return a value from a table based on column and row headers. For instance, I would need the formula to return a value from column header 4 and row header 130. Can anyone help?

INDEX/MATCH is probably the easiest way.
