Data validation to skip blanks

Hi! How can I program so that the Data validation list I create from a range skips the blank values? Also this validation list should be dynamic and adjust to the variation of the values of that range. I have googled around and watched tutorials but it does not seem to work for me. Therefor I have pasted my workbook if someone could please help me. Thank you.
