If you are trying to have cells that show blank but have formulae in them to not be Conditionally Formatted while cells with values from the formulae formatted, enter this formula in the Conditional formatting after selecting the cell range that you want affected.
Blank cells will remain unformatted and when a value is calculated, the formatting chosen will be applied. This formula starts in cell A1 but you can start where you want, just change the cell reference and use the syntax as shown for a column.

Here is a sample showing what I understand to be the problem. If your problem is something different, please upload a workbook with data so that the problem is evident.....no pictures please.

I thought you were talking about formatting so I#m somewhat perplexed that you are saying the formatting is 'removing' cells.
Sorry it clear the formet on the cells with value also

Attach a sample workbook. (Not a picture) Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.
Remember to desensitize the data.
Click on GO ADVANCED and use the paperclip icon to open the upload window.
