using offset to come up with averages for quarters and full year periods

Hello. I've attached a sheet that has an offset and choose formulas that selects the value of the last month of a quarter. I would like to change this formula to look at the WHOLE quarter (and year) and come up with an average. Am I able to modify the current formula or are there better formulas to do this? Spreadsheet attached. Thanks.

No. It should be a relative reference, as no doubt you'll discover if you change it to an absolute ref, copy it across and find you have the wrong answers
