Converting multiple columns into seperate rows

Hello all. I've got an excel sheet with values for different countries over time. It looks more or less like this:
    1995 1996 1997
    Netherlands 3124 3221 3455
    Belgium 1221 1621 1600
    Etcetera.

Now I would like to plot this information, but most visualation software only works with data where there is a seperate row with [country] and [date] column. That means that I would need a seperate row for every column value. Like:

I've been searching how to do this, tried transposing the data, but could not come up with a solution. How could I do this? Thank you in advance!
