    Use conditional formatting to highlight row with quickest time

    In column D I have a list of 20 runners
    In column V I will enter their times.

    I want to use conditional formatting to automatically highlight either:-
    a) the runner's name in column D that has the fastest time

    or

    b) the row with the fastest time.

    =$V1=MIN($V$1:$V$20)

    try something like this.
