I know how to do this in access but I cannot figure out how to do it in excel
I want to have the cursor start on 1 [c5] and after enter move to 2 [c7] and so on

The only way I know is to:
1)right click the cells you want user to be able to change, choose format cells/protection remove tick from "locked". (I'm not using English Excel, so not sure all items are correctly translated).
2)Protect the sheet (file/protect workbook/protect sheet) and uncheck "select protected cells"
see the attached file
Select all the Cells between which you want to move the courser.
press Ctrl + ! (1) tab, select protection button then deselect the Locked Selection Button
Select Protect Sheet under Review on Toolbar
Under Protect Sheet deselect the select locked cells selection button
then click OK button
