Excel 13 entering Format Drawing Tools with text box when editing cells

I've been using Office 13 Professional under Windows 7 Ultimate for about a year now. I use Excel for personal finance. Under Options - Advance I have "Enable fill handle and cell drag-and-drop" checked. However, when I try to grab the bottom right corner of the cell the cursor does not change to the simple cross does not appear; it remains with the four arrows. When I click to attempt the cell to drag Excel enters into Drawing Tools and a text box appears. What setting change this?

Do you perhaps have a drawing object in that cell? Does that happen in just that cell - just that sheet - just that workbook? Does it happen in a brand new WB?

Thanks so much for your quick response. I'd never noticed but you're correct: this only occurs in one worksheet of this workbook, not in any of the other (16 or so) worksheets in this workbook and it doesn't happen in a new file. There is no drawing object anywhere in the worksheet. This also happens when I try to grab the contents of a cell and move it to another cell.
