Simple cell border??

What should be one of the easiest things to do is causing me grief.
I am simply trying to place a border around a cell.
I can do this on most cells, but the odd one just does not seem to allow it - nothing shows where the border should be. It also prints with no border on these cells (others are fine).
The cell is empty (as far as I can tell).
I have selected 'no fill'.
Any suggestions?

Click in a cell that has the formatting that you want then click on the cell that you want to change. The formatting should "take" if it doesn't upload a workbook with the problem.

This is how:
Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.

Remember to desensitize the data.

Click on GO ADVANCED and use the paperclip icon to open the upload window.

I have attached the worksheet.
Only certain cells have a problem when trying to add a border. eg. P5, R5, J20, etc

look at your Conditional Formatting rules specially "in-between columns" like Column Q - delete the Cf in the entire column of Q then check the border in column P and R. same goes with the remaining columns.

It is as vlady says a Conditional Formatting problem. I entered CF and clicked in the first rule and hit F2 then clicked in each rule until I found the one affecting the blank cells without borders. Once identified, I edited the rule, Format, Border and corrected the border settings.

Applied the changes then selected one of the cells with the problems (now had for some reason top and bottom borders) I selected a properly formatted cell in a vacant column and the double clicked the format painter and painted out the "defective" cells.
