Formula populates correct info on original sheet & incorrect info on duplicate 2nd sheet.

if you click on sequoia and look in the formula starting in column "W" you can see it is simply a formula for populated names alphabetized by last name. This has worked for me countless times before however now it seems to mess up if there are not enough values to fill the entire array I have specified - for picking up all names associated with the letter "S" in column "R" on the "Census Sheet", and it works perfectly...as long as there are six names to fill in the array that I specify in the formula - "U2:U9" and "V2:V9". I need the formula to cover those 8 cells because that station "Sequoia" can have up to 8 patients, and I want them to always be alphabetized. You can see there are not 8 patients so the formula decides to populate "Car Bumper" twice. How can I get it to not do this?

Re: what is wrong with these formulae?

Now this is bizarre...I got it to work on one sheet - Sequoia - but it still will not work on Sequoia (2). I might just be my brain as I have been at this all day long.
