You can change the number format to "mmmm"
or use this formula :
=TEXT(A1,"mmmm")

With the 3 in A1, March will be returned.
Formula:
=LOOKUP(A1,{1,2,3,4,5,6,7,8,9,10,11,12;"January","February","March","April","May","June","July","August","September","October","November","December"})
With the date in A3, this will extract the month in long format.
Formula:=TEXT(DATE(YEAR(A3),MONTH(A3),DAY(A3)),"mmmm")
