my COUNT function does not work properly, it adds 10 to the number I expect to get.

Not much to explain here. It just does not work. You can see it works fine on Master Census Sheet, but not on Sheet1. All cells are in same format, and I have tried COUNTA with cells that contain text. Nothing works. I have to be missing something stupid here.

I gave up. I just tied it to the working COUNT tally on the top sheet.
