need to evenly split a list of names into two other lists

I at least got started, but now I am truly stumped. Please take a look at the updated file here and find the tab called "Listerizer". It is the last tab. If you open it you will see I started a mod column to split the names into 2 column, but then I realized that would make them 2 equal columns. There will be times when I need to give more patients to one nurse. If Sequoia has 3 patients, Dawn has 6, and Coast has 5 I would want to send 4 of Coast's patients to the Sequoia list and 1 of them to the Dawn list. I think there will have to be a second step here, but I cannot see it.
