=SUM('ACTUALS summary'!AL115:INDIRECT(O8&"115"))*1000
=SUM(INDIRECT("'ACTUALS summary'!AL115:"&O8&"115"))*1000
should work.

Cool thanks. Why doesn't it work the way that I did it?
The INDIRECT needs to take in the whole arguemt which is Actuals!AL115:XX115.
