Auto populate columns based on selected values in a cell

In Sheet 1 I have a cell C4 ="Number of resources" and C5 has list values from 1 to 10

In Sheet 2 I have a table for resources. Based on the selection in C5, if it is 2 then Column C15, C16 should be populated (only for that table from rows 15 to 23) it should not enter a new column in the full sheet which would add a blank column in the above and below tables.

This is populating new rows only. And also if suppose I select 3 then the rest of the rows are displayed blank.

If i select 2 in Sheet1 C5,then in sheet2 i should have

C15 = Resource 1
C16 = Resource 2
C17 = Comments

If i select 3 in Sheet1 C5,then in sheet2 i should have

C15 = Resource 1
C16 = Resource 2
C17 = Resource 3
C18 = Comments
