Grouping multiple, no consecutive rows in a spreadsheet

Hi. Looking for some help on grouping non-consecutive rows in a spreadsheet. I have a filing structure list that I want to group by levels so the user can collapse and expand the list based on their need and have been unsuccessful so far because I am trying to group non-adjacent rows together. I am sure there is a logical way to do this, but haven't been able to figure it out so far. I am trying to upload the file to this post but it is taking a very long time. Basically, there are 3 columns and several hundred rows of data. In the 1st column, I have the names of the 4 levels I want the data grouped by, the 2nd contains the filing code and the 3rd is the name of the file (not that this really matters!). I want the user to be able to click the 1st level button in the group and see every row that contains the highest level of the filing structure called "Document Type" only; if they click the 2nd level in the group, they will see the "Document Type" and 2nd level data called "Topic" and continue through level 4. Within each group, they can collapse/ expand rows as needed. Every time I try to do auto outline across non-consecutive rows, I get the error message "The command you chose cannot be performed with multiple selections. Select a single range and click the command again". I am sure I am missing some logic in how I am doing this. Any help would be appreciated. Thank you.

Excel's in "Group Outline" function works on adjacent rows. You can have groups inside groups, but all rows in any single group are adjacent.

If you slim your workbook down to just 10-20 rows, just enough to demonstrate how you want to group things, and post it here, possibly a VBA solution can be offered.

That makes sense. I will try that. I was trying to avoid using VBA since the worksheet is for someone else. Thank you for your reply.

I have a similar question. I am trying to group Multiple columns together that are not all side by side.
As well as that I need multiple groups.

I would be interested in a VBA.
    What would you need specifically?
I am not very familiar with them.
