Data Validation- Can you use custom lists based upon an adjacent cell?

I am looking to have separate lists based upon what was selected in an adjacent cell. Can this be done?

Attached in the sample file. Take a look at cell N3. For instance if I selected BEHVR I would like the adjacent cell to provide only reasons related to behavior.
