Conditional Formatting Automatic Updates

Excuse some of the ignorance here but I've always had trouble with conditional formatting. Here's what I'm hoping to do...

Based on the colors in A1:A4 I want to make it where if I was to change my Goals (G7) it would then automatically calculate the formula based on the criteria that is set in A1:A4 and choose the right color accordingly for whatever Data I put in.

No, it's not. You may have an issue with the fact that the files have the same names. Conditional formatting is applied to H9:H1 and those cells are colored accordingly.
