If 1st week starts from next 1st Sunday from 1-July.
Next 1st Sunday should be:
="2015/7/1"-WEEKDAY("2015/7/1",2)+7
=5-July-2015
With A1 contains target date, week number of A1 should be:
=INT((A1-1st Sunday)/7)+1
