inrease count in column based on change to date in adjacent column

Hi

It's been a long while since i did any formula/macro work in Excel, so forgive the apparent noob question.

I have two columns
Col A contains a number
col B contains a date

I would like to increase the count in col A whenever the date in col B is changed

can I do it with formula or does it have to be code?
