date format auto changing to decimal

hi,
i need to print title of my report as "pending fee report as on 19-12-2015"
in this 19-12-2015 is current date that i want to be autoupdated whenever file is opened.
i have tried following formulae
1- =CONCATENATE("Pending Fee Report as on",TODAY())
2- =CONCATENATE("Pending Fee Report as on",NOW())

But ist returning the result as Pending Fee Report as on42356
while the reuired output is pending fee report as on 19-12-2015

1- =CONCATENATE("Pending Fee Report as on", Text(TODAY(),"dd-mm-yyyy"))
