Trying to create a "Tutorial" for using a workbook.

So I'm having a problem where I want to add a button to a worksheet that launches a tutorial or walkthrough of how to use a spreadsheet. Problem is, when I'm trying to find methods of doing this, google search is only bringing up howto's and tutorials for excel because it's a keyword.

So an example, I want to have the button pressed, then it shows tooltips, in order, of what to fill out and where, showing the user how to get started in using the workbook. I'm assuming there is a way of doing this using VB, but I'm having a hard time figuring out how to time it, or should I make actions on hovering a cell, etc. I tried using comments, but the problem is they don't launch on hover. And I'd kind of like to have a way of doing a functionality walkthrough of the workbook.

Any suggestions on how to make a "how to use this workbook" sort of tutorial in the workbook itself? Right now I have explanations and text all over the place explaining cells, but it doesn't really give you a "how to", it just explains the what (and rather messily might I add). I want to clean things up a bit.

You can see what I'm working with here.

SO what about creating a how to? Where it introduces the user to the sheet and shows them what order to do things in, and when it's all done it goes away unless you press the button to bring it back again. I've seen it on other sheets before, I just can't find one right now as an example.

And I've found the data validation one already, that requires that you click the cell to get the tooltip, I was hoping to find a way to display it on mouseover.
