Possible to make B14 to become B13, B12 and so forth when dragging the formula down?e

Hi. I have a problem when using excel:
I am using the following formula:
    =(1/(2*B20))*SUMPRODUCT(OFFSET($B$2:B14;0;0)-OFFSET($B$2:B14;F3;0);OFFSET($B$2:B14;0;0)-OFFSET($B$2:B14;F3;0))
My problem is that when I draw this formula down, the B14 increases to B15 and so forth. I would like the opposite to happen: When I drag it downwards, I would like B14 to become B13 and so forth. Is this possible?

I don't know what values you have or much else about your worksheet. This however might work for you. It does count backwards from B14 as you fill the formula down the column.
