within a formulated cell have the option to manually input data

In the formula below I need to add the option to manually add data if required : ie: If D$4="", I need the option to input data manually, or leave it blank.

    =IF(D$4="Huntingdale","DATA!$D2",IF(D$4="laverton","DATA!$D3",IF(D$4="Albury",DATA!$D5,IF(D$4="Mildura",DATA!$D7,IF(D$4="Shepparton",DATA!$D8,IF(D$4="Stawell",DATA!$D6,IF(D$4="Bendigo",DATA!$D4)))))))

    Thanks for looking
Any help would be greatly appreciated.

If you manually add data to a cell containing a formula, the formula will be overwritten. You can't do both. Even if you were to create a macro, I think that overwriting a formula is probably a one-way ticket.
