Conditional Formating with Percentages and 3 colors

I have 3 columns (<1%, 1-4%, >5%) along with monthly columns in that row. I’ve got the three colors (green for <1%, yellow for 1-4%, red for >5%) formatted properly and assigned in the correct order, but for some reason the red shows up in empty cells (July, Aug, Sept, Oct, Nov, Dec) where I haven't assigned data yet. I've used the blank statement in the conditional formatting, and it doesn't seem to help. I also have a the exact same grouping that aren't percentages and are only numbers using the = format and those work fine.

I’ve tried clearing all the rules and redoing them a number of ways and end up with the same problem. I have to be missing something. Please help.

Could you upload a small sample workbook with desensitized data... just enough for us to see how you're doing your conditional formatting.

To upload a sample file, click on the Go Advanced button and scroll down to Manage Attachments. This will open a page to browse for, select and upload the file.

The cells you are having a problem with aren't actually blank so that seems to be the problem. It looks like they have a space character in the cell. If you highlight those and press delete your formatting works.

When I delete those cells of the red, then I am stuck with the green. Same problem, different color. I try to delete the green but it won't delete like the red did. Isn't there a cleaner way of doing this?

I did a test for or(ISBLANK(),char(32)) and that seemed to work

Also you have no format set for that rule, maybe make it white?
