How to make 24 hour time format default in Quick Access tool or shortcut

Hello everyone,

I need to format my cells as 24 hour time format and most of the time I used to select it manually. Is there a way where I can click a quick access link to format the cell as 24 hour format. I tried with customizing the ribbons and Home tab but no help.

Someone please help me.

Control Panel. Clock Language Region settings. Additional Settings. Time. h/H etc
This will change not just Excel, but your system.
