Matching two seperate data sets correctly together based on text.

In my work sheet attached you can see two data sets side by side but they are not parallel to each other correctly. I would like to align them correctly. In my sample you could technically align correctly using the sort function and sort alphabetically by the first column of each data but in reality with the data I work with sometimes Data 1 or Data 2 has more or less field in each respective data set leaving the sort not aligning correctly. In sample workbook I including a sample of what I have and what I want to end with. I am not concerned if their are blank fields when there is not two fields the same but the ones that can align I would like them to do so.

You can do this with vlookup I guess. Please refer attached file. If the output brings #N/A, you can put a condition using Iferror, so it puts blank.
You can mention the field it refers as $A2 for example. That way you can drag the vlookup formula downward as well as side ways so you need minimum editing with vlookup.
