That looks like a custom actions task pane created in VSTO or Visual Studio to assist in working with a specific document.

I do have a macro created by somebody else in my file. I dont have access to edit the macro unfortunately. When I open a new sheet with the macro, I dont get this popup.
Its this old file which has a lot of data which has this pop-up issue. I uploaded a larger version of the picture here

At the bottom of the page is a tab which says "detach XML expansion pack". I havent detached it yet, because I dont know whether it will break the macro or something.
Is there a way to prevent this window from popping up everytime I open this document?

You might save a copy of your workbook and then detach the expansion pack in that copy to see if it breaks anything.
