=CONCATENATE Issue that i can't work out.

I'm can't get this formula to work, any ideas?

=CONCATENATE(IF(B4="","",("/",LEFT("000",3-LEN(ROW(C2)-1)),ROW(C2)-1))

You haven't explained what it is that you are trying to achieve, but I think it might be this:

=IF(B4="","",CONCATENATE("/",LEFT("000",3-LEN(ROW(C2)-1)),ROW(C2)-1))
