Average not to count when a cell is blank

Hi Guys,

Im trying to use the average forum to edit a value if its below a certain number (91%) using IFs. However its now including blanks. In the attached spreedsheet I want C9 to equal 100%. Can you help please?

Make a query to count the non null items as Total.
Make a query to count the items you want.
Make a query that uses those 2 queries to calc the avg.

Im not sure what you mean. Please can you explain?
