Finding & Connecting Points on an X & Y Coordinate System

Hi,

I have a list of x and y coordinates. I have a start and end location and what I want to do is find all points along the shortest route. A second thing is to add all points within a standard deviation of 10 of the original line. I've posted a dropbox link. I have no idea where to begin in solving this.
